Office of the Municipal Manager

Executive Manager: Municipal Manager, Mr. S. Mahlasela

The purpose of the Office of the Municipal Manager is to ensure a fully functional, accountable, responsive and financially viable municipal administration to achieve the objectives of the development local state.

Functions:

  • Ensure that the municipality is running effectively, efficiently and is accountable.
  • Ensure that the finances of the municipality are managed properly to improve and maintain municipal financial viability.
  • Ensure that there is good governance within the municipality’s administration.
  • Ensure that the municipality is complying with all the legal prescripts of the Republic of South Africa.
  • To ensure that mechanisms for the involvement of the communities in the affairs of the municipality are developed and implemented.
  • Ensure institutional development and municipal transformation.
  • Ensure that the socio-economic development outcomes are realized.
  • Ensure that the services are delivered effectively and efficiently.
  • Develop and maintain service delivery partnership and mobilize resources though national and international relations.
Strategic Management

Executive Manager: Head of Directorate, Mrs. S. Benya

The purpose of the Strategic Management Directorate is to manage and co-ordinate the day-to-day activities of Mnquma Local Municipality by providing both strategic and support services to ensure that the municipality delivers on its mandate in an integrated and co-ordinated manner.

Functions:

  • To co-ordinate the development of the vision, mission and macro-strategy of the municipality.
  • To co-ordinate the development and review of the IDP & PMS.
  • To co-ordinate the development and review of municipal policies and by-laws.
  • To co-ordinate the development and implementation of the institution’s marketing, communication and branding strategy
  • To support the development of and implementation of intergovernmental relations.
  • To co-ordinate mainstreaming of vulnerable groups programs
  • To ensure Public Participation in the affairs of the municipality
Local Economic Development and Planning

Executive Manager: Head of Directorate, Mr. M. Dilika

The purpose of the Local Economic Development and Planning Directorate is to implement economic development initiatives of the municipality in conjunction with relevant stakeholders in public sector, business sector and communities; and to create an enabling environment for employment growth and improvement of the quality of life in the locality.

Functions:

  • To promote investment into the local economy through partnerships with relevant stakeholders and development finance institutions. Implementation of partnership agreements that focus inward investment into the local economy
  • To improve the well-being for the rural poor through the development and implementation of rural development strategies that ensure sustainable livelihoods
  • Create conditions for responsible tourism growth and development by promoting and developing the tourism sector.
  • To coordinate and manage enterprise development program across the sectors of the local economy.
  •  To facilitate the implementation of sector support programs in, manufacturing, retail and mining.  Explore and implement programs in new sectors of the economy like aquaculture and the marine economy
  • Co-ordinate and monitor municipality spatial planning and Land Use Management.
  • To undertake research institution-wide projects and programs.
Community Services

Executive Manager: Head of Directorate, Mr. M. Kibi

The purpose of the Community Services Directorate is to manage and co-ordinate the implementation, monitoring and evaluation of community services plans and program designed to accomplish key service delivery objectives and statutory requirements in order to ensure the provision of a clean, safer and healthy environment conducive to and supporting a better quality of life.

Functions:

  • Plan, coordinate and provide services
  • Solid waste and environmental services.
  • To monitor, regulate and facilitate social development.
  • To maintain and manage municipal public amenities
  • To provide traffic services and law enforcement
Infrastructural Development

Executive Manager: TBC

The purpose of the Infrastructure Development Directorate is to develop and maintain infrastructure. To facilitate the maintenance and repairs of municipal vehicles and plant. To coordinate and monitor municipal infrastructure.

Functions:

  •  Provision and maintenance of municipal infrastructure assets i.e. roads and stormwater, municipal facilities.Managing infrastructural projects.
  • Provision and maintenance of roads and public works.
  • Facilitate the repairs and maintenance of municipal vehicles. Provide and facilitate towing services. Ensure that vehicles and parts at the workshop are secured.
  • Ensure provisioning and maintenance of municipal planning and land use management services.
  • Monitor & co-ordinate provision of land & housing development. Monitor & co-ordinate social facilitation services, i.e., projects.
  • Ensure compliance with building regulations and other legislation.
Budget and Treasury

Executive Manager: Chief Financial Officer, Mr. M. Matomane

The purpose of the Budget and Treasury Directory is to lobby financial resources and manage income, revenue and municipal debt. To render procurement and asset management services and expenditure services. To render financial planning, budgeting & revenue and debt management services. To manage the finances of the municipality.

Functions

  • To manage revenue of the Municipality. To manage customer debts. Implement credit control policies.
  • Manage procurement process; Render stores and asset management services.
  • Render financial planning & budgeting and reporting. Maintain bookkeeping, suspense and reconciliation. Manage municipal investments
  • To exercise control over costs and assign responsibilities for key expenses. To promote goal congruence within management so as to ensure that resources are coordinated and focused in key areas.
  • Render financial planning, budgeting and expenditure services; Collect and manage income and revenue; Render provisioning, asset and fleet management services;
  • Render and manage EMS services; Render and manage Risk Management Services.
Corporate Services

Executive Manager: Head of Directorate, Ms. V. Mviko

The purpose of the Corporate Services Directorate is to render Human Resources, Administrative, ICT Support Services and Committee & Council Support programs. To render efficient and effective human resources management. To render support services Centane and Ngqamakwe Satellite offices.

Functions

  • Management of Human Resources; Render administrative support services; Render Information & Communication Technology Services. Develop & Ensure implementation of mechanisms, procedures and processes for committee & council support
  • Facilitate recruitment, selection and induction of employees. Develop and ensure implementation of human resources policies. Facilitate training and development of employees and councilors. Ensure employee safety. Develop & implement employee wellness programs. Build and Maintain good employee-employer relations. Efficient and effective personnel administration. Effective and efficient human resources systems.
  • Render customer service. Provide general office support services to the entire Municipality. Manage records of the municipality. Manage telecommunication services. Ensure cleanliness of offices and grounds. Ensure compliance with legislation and policies
  • To manage information and communication technology infrastructure. To manage information and communication technology systems and network. To advise the municipality on the best way to achieve its objectives through use of technology. To develop and implement information and communication policies and strategies. To operate the helpdesk of the municipality efficiently and effectively.
  • To provide secretariat support to Council and its committees. To ensure that minutes, resolutions are signed and kept safely
