Your attention is specifically drawn to section 41 & 42 of the Municipal Property Rates Act 6 of 2004, there is an obligation on the property owner to allow the municipal valuer and his agents to access any specific property and to furnish the Municipal valuer or his agent with information relating to property to be valued.
